The United Nations Development Programme (UNDP), in collaboration with the Ministry of Digital Development and Communications of Mongolia, has launched the development of a National Strategy on Artificial Intelligence (AI). As a key component of this initiative, a comprehensive AI Readiness Assessment was successfully conducted by IRIM.

The assessment combined a quantitative survey of 55 senior officials across ministries and government agencies, and key informant interviews with 23 stakeholders from public and private sectors—including AI agencies, financial institutions, software companies—as well as representatives from international development organizations and universities.

The findings of the assessment provide a strong foundation to advance responsible and inclusive AI development in Mongolia. They reaffirm that the Government of Mongolia recognizes AI as a national strategic priority. This commitment is clearly reflected in the integration of AI-related goals across key national policy frameworks, including Vision 2050, the New Recovery Policy, the Digital Nation Mid-Term Programme, and the Government Action Plan for 2024–2028.

Additionally, the ongoing formulation of the National Strategy on Big Data and AI demonstrates Mongolia’s sustained efforts to promote the responsible use and adoption of AI technologies.

While Mongolia has made commendable progress in areas such as connectivity, data infrastructure and public sector digital services, the assessment highlights persistent challenges in innovation, workforce capabilities and ethical governance. These challenges underscore the importance of coordinated and forward-looking policy measures that can ensure the country benefits fully and equitably from advancements in AI.
