The objective of the study was to assess the effectiveness of the CM and FS top-ups, in terms of their effects on household income and expenditure, adequacy and timing of benefit payments, program coverage rate, quality of implementation, beneficiary preference, and operational feasibility. 

The Study Team employed both quantitative and qualitative study methodologies to examine the effects of both programs, identify bottlenecks and trade-offs in the implementation of the programs, and provide recommendations for the further improvements. Quantitative methods were used to identify the current state of the CMP and FSP beneficiaries with (numerous indicators) grouping them and showing the trends; whereas the qualitative study methods were used to identify the causes and explain the problems.
