Jointly funded by The Swiss Agency for Development Cooperation (SDC) and the World Bank (WB), the MASAM program (2015 to 2020) has been implemented in 10 aimags and 3 districts of Ulaanbaatar city. The program aims to mainstream social accountability for more transparent, accountable and effective public resource management at national and local levels by (1) increasing the capacity of CSOs to hold government to account; and (2) strengthening the institutionalization of social accountability by improving the effectiveness, formalization and sustainability of disclosure and participation mechanisms. Through social accountability, citizens in poor localities will have increased access to public decision-making processes and quality services. 

Purpose of the study:  

The goal of end of period study will be to gather data for the project outcome and output indicators identified on its logframe and targets and determine final results of project implementation. The end of survey is intended to cover the geographical area of 8 aimags and 3 districts of Ulaanbaatar city.

Description of actual services provided by your staff within the assignment: 

  • Data collection:  

Data collection was conducted in 8 aimag and Ulaanbaatar city for 2 weeks. Over 1100 households, 70 CSOs and 40 relevant stakeholders of the MASAM project participated in the data collection.  

  • Data Analysis:  

The data collected were analyzed through the following analysis methods; descriptive statistical analysis, comparative, econometric and qualitative analysis.  

  • Report development:  

The report is being developed based on the client’s guidelines and structures. The report will have a comparative result of the Baseline and Endline studies, as well as the overall outcomes of the project.   

  

 

The study approach and methodology are expected to be consistent with the baseline survey, including desk study, focus group meetings, semi/structured interviews, questionnaire and analytical framework.
