TAME was a four-year project (2014-2018) funded by the World Bank/Global Partnership for Social Accountability, and implemented by the Globe International Centre and its CSO partners. The Project objectives were to strengthen civic engagement in the education sector, and to improve transparency of budgeting and procurement processes for the delivery of better quality education services in the Western and Central regions of Mongolia.  

The Project’s direct beneficiaries were targeted communities located in 20 (of 141) rural districts, in eight provinces in the Western and Central regions of Mongolia. The targeted provinces in Western region were: Bayan-Olgii, Khovd, Khuvsgul and Uvs. In Central region, the provinces were Arkhangai, Bulgan, Sukhbaatar and Uvurkhangai.  

IRIM conducted a rapid evaluation of the TAME project; in six districts of Khovd and Khuvsgul provinces (aimags).  

A research team from IRIM conducted the rapid evaluation in October 2018; to evaluate the impact and contribution of the Project on the education sector’s transparency and accountability.  

In total, 16 key informant interviews (KIIs), and 18 focus group discussions (FGDs) were conducted in six districts (soums) of two selected provinces; namely:  

  • Altai and Jargalant districts (Khovd), and 

  • Murun, Tsagaannuur, Tsagaan-Uul and Ulaan-Uul districts (Khuvsgul).  

Description of actual services provided within the assignment: 

  • Design and development of 7 survey tools in Mongolia  

  • Prepared training manual and conducted training of enumerators  

  • Organized a data collection in the field  

  • Conducted data entry and data quality checking  

  • Conducted analysis on qualitative data gathered from the field  

  • Developed rapid assessment report, did revise according to the client’s comment and finalized 

  • Developed M&E part in English of the annual report for TAME project 

  • Converted 5 tools of Good School Support Tool into kobo online form
