In July 2016, IRIM completed an evaluation study titled: “Policies and Activities to Increase the Employment of People with Disabilities”, in cooperation with the Ministry of Labor. 

Purpose/goal of the study: To assess policies and activities aimed at increasing the employment of people with disabilities and to develop recommendations to improve their implementation.  

The main objectives are to collect the information which is relating to the employment of people with disabilities. We did analysis through following sub-objectives: 

  • To develop a list of policies to improve the employment of people with disabilities, assess the implementation 

  • To evaluate the policies and activities by stakeholders 

  • To conduct  interviews and organized the focus group discussion within the target groups 

  • To give recommendation to improve the policies and activities and to develop the recommendations on how to increase the employment of people with disabilities  

Data collection: The project collected data in Ulaanbaatar and four provinces—Huvsgul, Dornod, Selenge and Bayan-ulgii—using methods including desktop reviews, key informant interviews, questionnaires and focus group discussions.  

The projects target groups were:  

  • Government agencies specialists  

  • Non-government organizations  

  • Employers  

  • People with disabilities   

We collected 390 questionnaire, 85 interviews, and 7 focus group discussion in the target areas.  

Results: 

We evaluated the three laws (Protecting The Rights of Persons with Disabilities, Labor Law, the Employment Promotion Law) and one program (Support program for Employees for Disabilities) which are related to the employment of people with disabilities.  

As a result of the study:  

  • Need to conduct study on employment opportunities for PWDs (no integrated statistical numbers of PWDs using different numbers) 

  • Need to provide sufficient information about job opportunities  

  • Need to provide comprehensive knowledge about current on-going projects about to related stakeholders, also it is necessary to provide a common understanding at all levels. 

  • According to law, one time incentives for employer is not sufficient, therefore there should  additional support or need to increase frequency of incentives
