Save the Children Japan in Mongolia, in partnership with the Ministry of Education, Culture, Science and Sports (MECSS) of Mongolia, received funding from the Japanese Ministry of Foreign Affairs (MoFA) to implement a three-year project (from March 2018 to March 2021) on ‘Promoting Inclusive Education Focusing on Every Last Child in Mongolia’ in Bayanzurkh, Chingeltei, Songinokhairkhan districts of Ulaanbaatar city, Khovd, and Uvurkhangai aimags, of Mongolia.  The project is to be implemented in eight regular schools and five lifelong education centers (LLECs) in the first year. The project will contribute to the increasing of access of out-of-school children to quality education and to the strengthening of ‘Basic social service’ through integrating the Inclusive Education system at regular schools.

Since October 2020, the Independent Research Institute of Mongolia (IRIM) has been conducting an evaluation for the project to comprehensively evaluate outcomes of project interventions and short-term impact in education sector development. The primary aim of this evaluation is to measure the results of project interventions that have contributed to three pillars of:  enhancing capacity building of public schools and LLECs raising awareness of inclusive education for stakeholders and policy dimensions. 

Objectives of the evaluation are to evaluate:  

  • Improvements in the inclusive education system and practices at target public schools. This includes the improvement of teacher and staff capacity in working with children with special needs (CwSN) 
  • Improvements in the capacity of Life-long Education Centers in supporting children with various needs and out-reaching to out-of-school children 
  • Improvements in the awareness and engagement of parents in addressing inclusive education, health and well-being 
  • Improvements made to the policy on inclusive education during the project, and 
  • To define key lessons learned and best practices within the project. 
  • To provide recommendation for relevant stakeholders

The survey covered the total of 658 respondents as teachers, school managers, parents, khoroo and kindergartens’ specialists, aimag and district education division specialists and the MECSS, Institute of Education, Teacher’s Training Institute’s specialists of the relevant public authorities were interviewed. (Questionnaire-663 KII-49 and Case study-14)
