Project description: 

  • The main purpose of this consultancy service is to develop an integrated methodology for conducting citizen’s satisfaction survey, and to confirm its general guidance in accordance with the Government resolution No.89 of the in 2017, “Common procedures for assessing, monitoring and evaluating the implementation of policy papers, and operation of administrative bodies”. 

  • Development of citizen’s satisfaction survey which is based on specific integrated research methods should leads to increasing level of confidence and significant improvements in local authorities in terms of planning, implementation of certain policy, and identification of further trends. 

  • Main research methods includes collection of information about how other countries apply methods of costumer ratings and evaluate their findings. 

  • To conduct 4 training sessions and  interview with some experts with the aim of researching how aimag, Department of Capital City Governor, and ministries organize their citizen’s ratings annually, its findings, and also reviewing specific evaluation reports of such institutions which were implemented previously. Based on the certain findings and outcomes, the first version of the Generic Terms of Reference was produced. 

  • To present and provide methodological knowledge, and instructional training for selected aimags, and institutions about Generic Terms of Reference and how to conduct experiments, surveys for citizens ratings. 

  • To  introduce and present its outcomes and findings to the Governor's Council meeting of selected aimags in order to improve the Generic Terms of Reference in according to the training proposals, comments from the monitoring-evaluation experts.
