The assessment was to identify digital access and skills of vulnerable groups; those likely to be left behind in the digitalization process. It was also discovering barriers, obstacles, attitudes, and values related to digital engagement.
Data collection for the Assessment took place in the four targeted districts. A total of 78 semi-structured interviews were completed among people with disabilities (PWDs), seniors, low-income households, migrants, and remote, rural households. Additionally, focus group discussions (FGDs) were organized with representatives of the Mongolian National Association of the Blind, Coalition of Mongolian Deaf Organizations, and the Tugeemel Development Center (for people with mobility disabilities).
