DESCRIPTION OF THE PROJECT:     

The Asia Foundation aims to support policies and plans that will improve service delivery, and provide opportunities for generating more income for the residents of ger districts. The Foundation seeks to support the strategic planning for, and capacity building of, ten newly established ‘Ger Area Units’ by City Municipality of Ulaanbaatar. To collect information on the ger areas, the Foundation commissioned a baseline assessment among Ger Area Residents as a long-term part of the monitoring and evaluation (M&E) strategy for the program.

The purpose of this baseline assessment is;

  • To discuss the perceptions of ger area residents with the city municipality;
  • To document ger area residents’ levels of satisfaction with the provision of current services, comments and suggestions regarding service improvement and knowledge/awareness of the new Ger Area Units and Mayor’s Office’s initiatives;
  • To gather information to inform the future planning of services;
  • To  review the service-related activities and policies of service providers City Municipality agencies, and local governors;
  • To reveal the major problems facing service providers;
  • To assess service providers’ potential roles within the Initiative; and
  • To provide a data that can be used as a baseline, from which changes in residents’ perceptions can be measured over time.

The overall assessment design will be longitudinal, cross-sectional pre- and post-test surveys measuring ger area residents’ perceptions of city services and will be comprised of both quantitative (structured questionnaires) and qualitative data collection. The qualitative component consists of two parts that are focus group discussions with citizens and in-depth interviews with service providers.

DESCRIPTION OF THE SERVICES PROVIDED:     

  • IRIM will develop survey methodology and data collection instruments. The primary data collection method will be a randomized survey of general populations (residents of ger area in Ulaanbaatar) at survey sites, consisting of a quantitative questionnaire with a mix of both closed and open-ended questions.
  • Also conducted will be in-depth interviews with key stakeholders and focus group discussions with citizens.
  • The incentive plan proposed by IRIM is expected to increase the respondents’ participation in the survey. The amount of incentive is 1000 MNT for respondent interviewed questionnaire and 5000 MNT for respondents participating in FGDs. 
  • IRIM is responsible for updating the work schedule of the project, developing the reporting templates and training manuals for research staff, as well as conducting training for support staff;
  • IRIM will also keep a daily log book of operations, provide an audio verification and data entry checklist, and will be responsible for data quality monitoring.
  • After thorough checks for technical and logical errors, the primary data collected will be analysed using statistical software package and the qualitative data will be transcribe, coded and interpreted using independent raters and qualitative analyzing software, QDA miner.

IRIM will provide the client with regular updates on project implementation stages and will prepare and submit reports according to agreed formats.
